Former Office of Management and Budget Director Joshua Bolten and Council on Environmental Quality Chairman James Connaughton issued a joint memo to all heads of agencies and departments on April 11, 2006 affirming the Administration's commitment to Federal implementation of environmental management systems(EMS). Executive Order 13148 mandated EMSs at all appropriate Federal facilities by December 31, 2005. Although not all agencies met the requirement by the deadline, it is expected that implementation efforts continue.
