Donating, Utilizing or Acquiring Surplus Federal Property
The General Services Administration's Personal Property Management Program is the official government entity responsible for managing surplus Federal property. Surplus Federal property is donated to GSA and is inventoried on the Federal Disposal System (FEDS) database. The surplus property is available for redistribution to Federal, state and non-profit organizations. Any remaining surplus property is available to be purchased by the general public. The general public can view and bid on surplus property at the GSA Auctions™ sales site. Environmental Acquisition and Re-refined Oil Defense Supply Center Richmond
Defense Supply Center Richmond (DSCR) is a source for environmental products and programs. It offers re-refined motor oil in bulk and through a "Closed-Loop" arrangement that picks up used oil and supplies re-refined oil. Traditionally, purchase of a product and disposal of the spent product are handled as separate budget items, which require separate contracting actions. The DSCR Closed- Loop program eliminates the need for separate disposal contracts and thereby saves the customer money. This encourages Federal facilities to close the recycling loop by turning their spent oil into a new lubricating product.

EDesign Resources
The Cradle-to-Cradle (C2C) design is a system modeled on the productivity and balance of nature and seeks to create a closed-loop system for synthetic and natural products. Sustainability emphasizes future generations and renewable, recyclable, and reusable products. Hospitals for a Healthy Environment (www.h2e-online.org) is an EPA co-sponsored partnership with the American Hospital Association, Health Care Without Harm, and the American Nurses Association.Various state and local resources have also joined the effort to help hospitals achieve goals for H2E.

The Pollution Prevention Information Clearinghouse (PPIC) (www.epa.gov/oppt/library/ppicdist.htm) is a free, non-regulatory service of the U.S. EPA dedicated to reducing or eliminating industrial pollutants through technology transfer, education, and public awareness.

Pollution Prevention Resource Exchange (P2Rx) (www.p2rx.org) is a network of regional pollution prevention information centers that provide easy access to P2 information, and identify experts and/or other key sources of information.

EPA's WasteWise Voluntary Program
EPA's WasteWise program assists government agencies, businesses, and organizations with implementing comprehensive waste reduction programs through information-sharing networks and tailor-made tools. WasteWise provides a wealth of ideas to cut waste and cut costs. WasteWise partners have eliminated millions of tons of waste through waste prevention and recycling. Healthcare Environmental Resource Center
The U.S. Environmental Protection Agency sponsors partnerships with industry, academic institutions, and other groups to establish compliance assistance centers. The Healthcare Environmental Resource Center provides pollution prevention and compliance assistance information for the health care sector. This includes information on alternatives to mercury, which can be found at www.hercenter.org/hazmat/mercury.cfm#alternatives. In the future, the center will provide information on cleaning chemicals, sterilants, and disinfectants.

Health Care Best Management Practices
EPA's small business environmental website provides environmental best management practices, which are actions or combinations of actions implemented to reduce or mitigate the environmental impacts created during business operations. Each BMP fact sheet focuses on a particular sector and draws information from several sources, which are listed in the endnotes section of each fact sheet. The Health Care fact sheet addresses heavy metals such as mercury, silver, chromium, and zinc.
